From Afghanistan to the global stage, Unicon has faced relentless retaliation for its refusal to bribe or bend to corrupt demands. Unicongate exposes these institutional failures, aiming to rebuild international development with transparency, justice, and genuine integrity.

Unicon Ltd: Championing Integrity in Global Development

Established in 2006, Unicon Ltd. has committed itself to supporting the world’s most vulnerable populations by improving their livelihoods through enhanced healthcare, education, employment opportunities, and infrastructure development. With a mission rooted in integrity, Unicon has focused exclusively on projects backed by the world’s most reputable organisations, such as the World Bank and other multilateral development banks affiliated with the United Nations. At the time, Unicon believed these institutions shared its unwavering commitment to integrity.

Zero-Tolerance Policy on Corruption

In 2013, Unicon faced its first major challenge while working on the World Bank-financed Central Asia-South Asia Electricity Project (CASA-1000) in Afghanistan. Officials from the Afghan Ministry of Energy attempted to extort bribes. When Unicon refused, these officials retaliated by withholding payment for services already rendered by Unicon. Despite providing evidence of the extortion to both the Afghan minister and the World Bank, no action was taken. Unicon, standing firm on its principles, pursued compensation through international arbitration courts and won – though the World Bank refused to honour the ruling.

In 2018, Unicon again confronted extortion, this time from the Afghan central bank during another World Bank-financed project. Undeterred, Unicon pressed on, delivering results for the Afghan people without succumbing to corruption. Although the central bank eventually acknowledged its wrongdoing, the World Bank continued to distance itself from the issue.

A year later, in 2019, Unicon encountered another round of extortion during a gas-to-power project, also funded by the World Bank. Despite assurances from the Bank that Unicon would be protected, once all deliverables were submitted, the Bank quickly withdrew its support, leaving Unicon vulnerable to retaliation by corrupt officials. Again, Unicon turned to international arbitration and won, but the World Bank refused to comply with the decision.

Speaking Out Against Corruption

By 2020, Unicon had become increasingly vocal about the corruption it had witnessed, particularly surrounding the World Bank. When Unicon presented evidence linking Afghan President Ghani’s inner circle to corrupt activities, the World Bank retaliated with a barrage of false allegations, seemingly aimed at silencing the company. Over the past five years, the Bank employed all its resources in this campaign, inadvertently revealing its own deep-seated internal corruption. Rather than being intimidated, Unicon used this as an opportunity to gather further evidence, uncovering the full extent of the systemic fraud within the World Bank.

The True Cost of Institutional Corruption

The corruption is not limited to bribes in cash-filled envelopes. It manifests in more subtle, insidious ways – through the abuse of power, manipulation of legal systems, and suppression of justice. The corruption within the World Bank is far more damaging than that of individual states. It undermines global integrity, erodes trust in international institutions, and disproportionately harms vulnerable populations who rely on development efforts for better lives.

When those in positions of authority use their influence for personal or organisational gain, public trust in institutions crumbles. Corruption within judicial systems leads to the wrongful acquittal of the guilty and the unjust punishment of the innocent, creating an environment where the rule of law is an illusion. In all its forms, corruption weakens institutions, obstructs development, and fosters inequality.
